Technical Assistant for Southern Sudan in support of EC Programs in Capacity Building, Institutional Development, Human Rights and Governance in Southern Sudan

Under the overall supervision of the Head of EC Delegation in Khartoum and direct supervision of the Heads of Section, the candidate will work towards ensuring the following specific objectives are met satisfactorily.

1.- Provide direct institutional capacity building support to the SPLM/A commissioners and GoSS ministries in Nairobi, Khartoum and particularly in Southern Sudan, in developing and managing their overall development assistance with emphasis on good governance and in line with human right standards, with particular emphasis in supporting the NAO office in Southern Sudan.

2.- Participate in all meetings related to the Multi Donor Trust Fund (MDTF) as well as to the Capacity Building Trust Fund (CBTF) for Southern Sudan in Nairobi and in Southern Sudan (and when necessary, in Khartoum). She/He will work closely with the MDTF Technical Secretariat and UNICEF the CBTF manager in Nairobi and Southern Sudan, to ensure that the objectives of the EC assistance to the Sudan, and particularly to Southern Sudan, as indicated in the Country Strategy Paper, are fully met.

3.- Report to the Head of Delegation on any political/security sector developments, including monitoring of the implementation of the CPA, regarding Southern Sudan. Provide analyses and proposals for EC support in the areas of Institutional Capacity Building, Human Rights, Rule of Law, Governance and Peace Building, to reinforce EC support to the implementation of the Comprehensive Peace Agreement.

4.- Participate in all strategic programme meetings pertaining to the Human Rights, Rule of Law, Governance, Peace-building and Social Sectors initiatives.

5.- In support to the phasing out from Nairobi to Juba, the candidate will play a key role in assisting the EC Delegation in Khartoum in the planning and establishment of an EC Delegation Sub-Office in Southern Sudan as and when appropriate.

6.- Undertake any other specific tasks requested by the EC Delegation Head of Sections necessary to ensure smooth implementation of the EC Assistance to the Sudan.

7.- Liaise closely with the ECHO South Sudan and the EC Regional Political Offices in Nairobi to share information and ensure consistency in the EC Delegation to the Sudan assistance strategy
