Reinforcement of Institutional and Administrative Capacity: Support to the National Programme for Decentralisation and Reform of the Public Administration

The overall objectives of the project were:


·                             To ensure that State officials and civil servants more directly involved in the implementation of the process of decentralisation (at central and local state administration levels) are equipped to take forward the process adopted by the Slovak Government and in the legislation passed by the National Council.


·                             To ensure that elected representatives have the necessary knowledge and technical capacity to strategically function within the new decentralised environment and to strengthen the citizens' constitutional right to take an active part in the management of public affairs (through these new layer of democratic representation)

To strengthen the professional capacities and skills of the human resources and personnel departments in the Ministries and State Administration bodies under the scope of application of the new Law on State Civil Service, so that they are better equipped to effectively contribute to the implementation of the new legal framework and to the development of a better qualified and more professional and motivated Civil Service.
