Mid-term Evaluation of the CARIFORUM Strategic Planning in Public Services Programme

The project aimed at providing a fair midreviewevaluation of the progress of the CARIFORUM Strategic Planning in Public Services Programme comparing current results, action and objectives according to initial design,applying most well know EU criteria for evaluation(relevance, efficiency, effectiveness, impact, sustainability) based on PCM techniques and logical Framework approach.

The programme's main objective wastostrengthen regional collaboration in public sector reformthrough the objective assessment of available human resources, strengthening of regional manpower planning databases and the continued building of CARICARD capacity to provide services.


The specific objectives of the project were to review the following aspects:

1) The adoption of state-of-the-art systemsfor strategies planning in each Cariforum Member State.
2) Clarify the respectiveroles of the public services and civil society bodies in each Cariforum Member States.
3) Enhanced access to real time regional and national information, skills, personnel and related resourcesrequired for effective planning by national and regional public sector, private sector and civil society.
4) Enhancement of the capacity of existing national and regional training facilities to deliver appropiate services on a sustainable basis.
