Identification Study on Puublic Administration Modernisation in Yemen

2.1       Overall objectives

 

The purpose of this consultancy is to identify the best possible way for the EC to support public administration modernisation in Yemen. This is to be achieved by drawing lessons from previous donor interventions; investigating innovative approaches to link public administration modernisation to administrative decentralisation and strengthening of local governance; as well as study the potential involvement of Non State Actors in these processes.

 

The assignment is commissioned by the European Commission Delegation in Yemen but meets the interest of other Development Partners already supporting or considering support to wider civil service reform and local governance in Yemen, with a view of enhancing coordination of future support and of securing more predictable long-term funding.

 

2.2       Specific objectives

 

The specific objectives of this assignment are:

·         To conduct an evaluation of ongoing EC support to the civil service modernisation process in Yemen.

·         To assess possibilities for innovative approaches linking public administration modernisation with strengthened local and democratic governance and potential NSA involvement.

·         To make recommendations for EC support to public administration reform and strengthening of local and democratic governance in Yemen.

·         To prepare a draft Project Identification Fiche and Terms of Reference for the proposed project (max. budget EUR 2 mio).
