Identification and Formulation Mission for Decentalisation

2.1. Global objective

 

The overall objective of the study is to support the identification and formulation process of the programme, notably by preparing the necessary documents for the validation process in EU headquarters, in the context of the Quality Support Groups (QSG).

 

2.2. Specific objective

 

The specific objective of the assignment is to draft, in close collaboration with the EU and the Lebanese relevant stakeholders, an identification report including an Identification Fiche, a formulation report including an Action Fiche and the Technical and Administrative Provisions (TAPs) for the Financing Agreement.

The team of expert will therefore work on the identification and formulation of a programme aiming at reinforcing the decentralisation process and the local development of municipalities by setting up a financial mechanism (presumably a municipal fund) and providing the necessary skills with a capacity building component.

It is important to note that in Lebanon, the intergovernmental fiscal transfers are one of the main municipal revenue sources; therefore they are of utmost importance for the success of the overall decentralization process. Leveraging central government transfers to promote the right incentives for reforming municipal performance is an important area to be explored further with close cooperation between the Lebanese Authorities and the Donors.
