Exploratory Mission in Burundi (legislative election)

The ExM will formulate its conclusions based on meetings with: representatives of the authorities, political parties and prospective candidates, domestic and international NGOs, international organisations and bilateral Embassies.


-         The ExM will meet all relevant authorities to explain its mandate and ask for clarification on election-related issues including:


1.    the security Situation


2.    clarify Visa and accreditation issues


-         The ExM will meet with the main political parties, prospective candidates and NGOs active in the election field to:


1.    enquire about the respect of Human Rights and Fundamental Freedoms


2.    enquire about their eventual concerns in relation to the security aspects


3.    enquire about their eventual concerns in relation to the election process


4.    ask whether they consider the presence of EU observers beneficial to the election process


5.    enquire about their future plans in relation with the forthcoming elections


6.    enquire about their level of preparedness, methodology, funding enquire about their eventual concerns in relation to the security aspects


-         The ExM will meet with representatives of journalist associations and media organisations, so as to:


1.    enquire about the media situation in Burundi in relation with the forthcoming elections.


-         The ExM will meet with representatives of international organisations and international NGOs active in the field of elections and aware of the political situation to:


1.    receive a briefing on the political and security situation


2.    enquire about their future plans in relation with the forthcoming elections


3.    discuss possible future co-operation in relation with the forthcoming elections


-         The ExM will meet with representatives of bilateral Embassies (EU and others) to:


1.    receive a briefing on the political and security situation


-         The ExM will focus its activity in the capital, Bujumbura, but will also travel to some of the regions time permitting to acquire a broader knowledge on the situation.

After completion of its scheduled meetings, the ExM will organise a debriefing with the EU bilateral Embassies to inform them of its preliminary findings
