Team Leader and Social Protection Expert
  • Description of post: This Expert will be based in the Social Protection Secretariat, and will work on a full-time basis during the inception phase (6 months), and then four visits per year of one-month each for the remainder of the contract (i.e. a total of 16 months). Responsibility will be for leading the activities under Result 1, and for overall team and contract management.

    The proposed Team Leader will play a significant role in the advising and mentoring of the Secretariat in response to key issues of NSPP implementation, and will facilitate a smooth and timely implementation of the programme including the mobilisation of ad hoc expertise for short term assignments if needed. He/she will initiate, facilitate and monitor the activities supported under the technical assistance, and ensure that maximum synergies are derived with the actions under the Call for Proposals. He/she will be responsible for reporting to the programme management bodies, for facilitating meetings of the PIC, and for liaison with and between development partners. He/she will also be responsible for the performance of the other experts, for support staff working under his/her authority and for the quality and timeliness of their deliverables.
  • Qualifications: At least a Master's Degree or equivalent (university or similar institution or a recognised professional qualification) in Social Protection, Social Security or any relevant field related to the sector of this contract;
    Fluency in both written and spoken English;
    Proven ability to work in a multicultural setting;
    - General professional experience
    At least 10 years proven experience working at a high level in the implementation of government social protection programmes;
    Proven experience with working with bilateral and/or multilateral development partners;
    Proven experience with staff training and mentoring.
    - Specific professional experience
    5 years proven experience in the social protection sector preferably in Africa;
    Proven experience with planning, budgeting and policy development in the social protection sector;
    Previous experience working as a Team Leader, preferably of EU-funded social protection projects; knowledge of and experience with EDF rules and procedures will be seen as an advantage.

    Social Protection Training Expert
  • Description of post: This Expert will be based in the Social Protection Secretariat, and will work on a part-time basis, with an initial input of two months during the six-month inception phase, followed by a further five visits of one-month duration each spread out over the remaining period of the project up to and including Year 3 (i.e. a total of 7 months). His/her focus will be on achieving Result 2, with responsibility for a thorough institutional analysis and training needs assessment of the Secretariat and DSW at all levels; for the design, adaptation and development of appropriate training materials (possibly including TRANSFORM); and for implementation of a comprehensive capacity building programme. He/she will also liaise with the actions under the Call for Proposals to ensure that lessons from them feed into policy dialogue and wider NSPP capacity building.
  • Qualifications: At least a Master's Degree equivalent (university or similar institution or a recognised professional qualification) in Social Policy, Social Security, Social Protection, or any relevant field related to the sector of this contract;
    Fluency in both written and spoken English;
    Proven ability to work in a multicultural setting;
    - General professional experience
    At least 5 years proven experience working on training needs analysis and capacity building in the area of social protection in the public sector;
    Proven experience with working with bilateral and/or multilateral development partners;
    Proven experience with staff training and mentoring.
    - Specific professional experience
    5 years proven experience with capacity building in preferably in Africa;
    Proven experience with institutional structures, training needs analysis, and capacity building in social ministries;
    Previous experience working on EU-funded social protection projects and knowledge of and experience with EDF rules and procedures will be seen as an advantage.
