Competition expert to deliver conceptual training related to competition policy and the Telecommunications sector
  • Description of post: The expert is expected to prepare and deliver a two-day Training Seminar for KCA staff and the staff of the Regulatory Authority of Electronic and Postal Communications (RAEPC) on the application of competition law and policy in the telecommunications sector. An indicative list of the training topics is as follows:
    - Overview of competition law (aims and purpose, prohibited agreements, abuses of dominance and control of concentrations)
    - The application of competition rules to the telecommunications sector: general issues
    - Abuses of dominance in the telecommunications sector - denial of access to essential facilities, predation, tying and bundling.
    - Issues in regard to concentrations in the telecommunications sector
    - Competition concerns in regard to internet provision
    - Best practices in cooperation between competition authorities and telecom regulators
  • Qualifications: Education: A University Degree in Law, Economics or another appropriate field or an additional 5 years of general professional experience in addition to the years required below.
    Number of years professional experience: a minimum of 5, but preferably 8 years of general professional experience.
    Specific experience related to this assignment:
    *Specific experience (at least 5 years) in the fields of competition policy (ideally via engagement or membership of a relevant EU competition authority);
    *Experience in Government co-operation and excellent communication skills;
    *Fluency in written and spoken English;
    *Computer literacy;
    *An advanced knowledge of EU competition law, including specific aspects the application of competition law in the telecommunications sector, the liberalisation of telecommunications under EU law and relations between competition authorities and telecoms regulators at national level.
    *Practical experience in providing technical assistance for approximation of the EU acquis in EU Member States and/or Candidate/European Neighbourhood/ Balkan region Countries;
    *Working experience within a competition authority of a small/and or Balkan region EU Member State would be an advantage.

  • Description of post: The expert is expected to prepare and deliver a two-day Training Seminar for KCA staff and staff of the Central Bank of Kosovo on the application of competition law and policy in the Banking and Financial services sector (Expert B). An indicative list of the training topics is as follows:
    *Overview of competition law (aims and purpose, prohibited agreements, abuses of dominance and control of concentrations);
    * The application of competition rules to the banking sector: general issues;
    * Price competition issues in the banking industry
    * Non-price competition issues in the banking sector (e.g. access to essential facilities)
    * Merger control in the banking sector
    * Landmark EU competition cases in the banking sector (e.g. Zuchner, SWIFT, Clearstream, VISA)
    * The application of competition rules to the insurance sector: general issues
    * EU Regulation 267/2010 and horizontal agreements in the insurance sector
    * Establishing relevant markets and market dominance in insurance concentrations.
  • Qualifications: Education: A primary Degree in Law, Economics or another appropriate field or an additional 5 years of general professional experience in addition to the years required below.
    Number of years professional experience: a minimum of 5, but preferably 8 years of general professional experience.
    Specific experience related to this assignment:
    *Specific experience (at least 5 years) in the fields of competition policy (ideally via engagement or membership of a relevant EU competition authority);
