Team Leader, health systems expert, public health expert
  • Qualifications: Education or equivalent experience:
    - At least a Master’s Degree in Public Health, or Primary Health Care, Epidemiology, Health Statistics, Development in the Health Sector, or related subject (or equivalent experience of at least 13 years).

    General Professional Experience
    - A minimum of 12 years’ experience in the management of development programmes.

    Specific Professional Experience
    - At least 7 years’ experience in strengthening health systems with focus on primary health care, or public health or obstetric care;
    - Proven professional expertise in obstetric and neonatal care will be considered an advantage.
    - At least 3 years’ experience in managing a team of experts;
    - At least 3 external evaluations of donor-funded programmes undertaken, at least one of which should have been as Team Leader;
    - Understanding of the programming and management of ACP-EU Development Cooperation;
    - Experience in Sub-Sahara Africa would be considered an asset.

    - Proven experience in the management of patient information in health facilities, and methodology of periodic generation of health statistic reports;
    - Proven experience with social transfer schemes for vulnerable populations (targeting, enrolment, graduation, impact assessment, databases for social protection) would be considered an asset;
    - At least 2 external evaluations of donor-funded programmes undertaken;
    - Experience in Sub-Sahara Africa would be considered an asset.

    - At least a Bachelor’s Degree in information technology, or computing, or software programming (or equivalent experience of at least 7 years).

    General Professional Experience
    - At least 6 years of professional experience in working in the field of development and/or project and programme management, with particular focus on IT projects.

    Specific Professional Experience
    - Extensive experience in a) IT-database systems assessment (measurement of results and identification of problem areas); b) identification of business processes; c) negotiating and managing stakeholders expectations;
    - Familiar with and experience in Government Assistance and Development Cooperation Programmes is needed, experience in capacity building in development countries;
    - Strong experience in computer programming, the design and development of databases;
    - Strong back-end database development skills with data modelling, table creation, stored procedures development, SQL database and SQL performance/analysis issues, experience with DTS packages;
    - Experience with database management in the social sectors would be considered an asset;
    - Experience in Southern Africa (SADC) would be considered an asset
