According to the EU White Paper on Governance, five basic principles need to be combine to form the basis of good governance: openness, participation, accountability, effectiveness and coherence. These five pillars are at the core of each project implemented by B&S Europe. Good governance, based on human rights and democracy, was also included in the Cotonou Agreement, becoming a fundamental element of the relations between the EU and ACP Countries.

B&S Europe is dedicated to fostering the growth of a wide range of democratic institutions at all levels and in the public administration reform process.
