According to the EU White Paper on Governance, five basic principles need to be combine to form the basis of good governance: openness, participation, accountability, effectiveness and coherence. These five pillars are at the core of each project implemented by B&S Europe. Good governance, based on human rights and democracy, was also included in the Cotonou Agreement, becoming a fundamental element of the relations between the EU and ACP Countries.

At B&S Europe, we believe that freedom is a universal human aspiration that can be realized through the development of democratic institutions, procedures, and values. B&S Europe is dedicated to fostering the growth of a wide range of democratic institutions at all levels and in the public administration reform process. We are actively contributing to the civil service and public administration reforms through developing of laws, implementing measures to develop human resources in the civil service, strengthening the policy-making and the coordination capacity of the public administration at central as well as local levels and contributing to the implementation of one of the most important principles: the decentralisation process.

Public administration Reform

Institutional strengthening and capacity building, including support to accountable and transparent public administration; Civil service and Public Administration Reforms and vocational training with exchange of experiences and implementation of Managerial Information Systems. 

Decentralisation and Local government

Support to decentralisation processes and regional development are directed towards advising local municipalities on how to manage regional funds and how to reinforce their organisational structure in their decentralisation processes

Democratization and electoral observation

Electoral observations and good governance of public affairs require the flexibility to deploy teams of experts matching the cultures, calendars and structures of partner countries. This sector also integrated projects tackling: Separation of Powers and Parliamentary Support.

Public Finance Management and Budget support

Conditional on policy dialogue, performance assessment and capacity building, the PFM and Budget support are a way of fostering partner countries' ownership of development policies and reforms and addressing the source, not the symptoms, of underdevelopment.
