Brunei: revision of the National Action Plan towards CBRN risk mitigation
The European Union is through its CBRN (Chemical, Biological, Radiological and Nuclear) Centres of Excellence initiative supporting the capacities for responding to CBRN risks across the globe. Within this initiative, through its project “On-Site Technical Assistance to the EU-CBRN Centres of Excellence Regional Secretariat for South East Asia”, implemented by B&S Europe's consortium, the EU is providing Brunei Darussalam with support for the revision and update of their National Action Plan towards CBRN risk mitigation.
The Senior Special Duties Officer from the National Security Committee of the Prime Minister’s Office, Mr. Haji Ali Rahim bin Abdul Rahman, Mr. Charles-Michel Geurts, Deputy Head of the European Union Delegation to Indonesia & Brunei Darussalam, and Mr. Harro Wittermans, Regional Coordinator for South-East Asia of UNICRI opened the workshop, which is taking place between the 9th and the 11th of October in the Civil Service Institute in Bandar Seri Begawan, the capital. During the workshop, national civil servants of the Bruneian Government, including senior officials, are working together with EU CBRN experts in order to conclude the next steps in this process.
The workshop has the following objectives:
•To review and update the NAP to include current best policies/strategy/practices in C-, B-, R/N- Risk Mitigation;
•To involve in the updating, local experts in explosive devices as well as transportation representatives and possibly from the academe;
•To review the current structure/format of the document and re-organize the sections/chapters to a format which is more intuitive, promoting ease of reading and greater understanding and relevant to address current national needs and priorities
•Identify specific strategies for NAP implementation/oversight (governance structures, circles of influence, prioritization)
This is the second workshop after Vietnam (August 2018) of its kind included in the framework of this project.
