FWC Lot 7 - TECHNICAL ASSISTANCE FOR THE PROJECT “STRENGTHENING INSTITUTIONAL CAPACITIES OF JUDICIAL AUTHORITIES AND LAW ENFORCEMENT AGENCIES ON WITNESS PROTECTION - Turkey
The specific objective of the assignment is to revise the existing project fiche in accordance with the comments of the EUD and consistency check team, to prepare Needs Assessment, Market Research and Technical Specifications to support the project fiche and for smooth implementation of the project “Strengthening Institutional Capacities of Judicial Authorities and Law Enforcement Agencies on Witness Protection” to be funded by IPA funds.

one Mechanical/Electronic Engineering and one law/security expert
Description of post: 2 senior experts (10 years +)
Qualifications: The experts shall cover the following expertise as a team (the minimum requirements are indicated in bold);
- One of the experts should have a university degree on Mechanical or Electronic Engineering and the other expert should have a university degree on a field related to organized crime such as Law, Security Sciences etc. In the absence of a university degree, the experts will have equivalent professional experience of minimum 14 years in these fields.
- All experts should have a good command of written and spoken English.
- Experience in the field of anti-organized crime
- Experience in conducting Needs Assessment,
- Experience in the preparation of technical specifications for supplies and conducting market research on similar equipments listed above (see indicative list of equipment under section 2.3) preferably in accordance with PRAG rules,
- Experience in at least one training as a trainer on preparing tender documents,
- Experience in at least one project related to applying witness protection measures in line with the European standards.
