Description of project

The consultant will realise the provision of training programmes and consultancy for the operation of the

Operating Structure (the Ministry of Labour and Social Security) in different steps of the IPA process for effective

management and implementation of the Human Resources Development Operational Programme (HRD OP) in

terms of project selection and assessment, programming and management, monitoring-evaluation and control,

establishment and maintenance of ICT-MIS (Information and Communication Technologies — Management

Information System) and assistance for accreditation process and transition from decentralised management

with 'ex-ante' controls of European Commission to decentralised management without 'ex-ante' controls.

Team Leader
  • Description of post: Main responsabilities:

    • Overall coordination and implementation of the project and its constituent activities.
    • Work planning, time management, organization of TA team members, allocation of tasks and ensuring effective coordination among them.
    • Reviewing and singing-off on all formal report of the project and being the main contact person for the PSC, beneficiary and stakeholders in relation to the project;
    • Lead responsibility for work with the units of the OS;
    • Providing consultancy to the units of the OS;
    • Providing coordination among non-key experts;

  • Qualifications: • University degree in economics, social sciences education or a relevant discipline.
    • Good command of written and spoken English;
    • Full computer literacy


    General professional experience:

    • Preferably 15 years, at least 10 years of professional working experience;
    • Knowledge of PRAG rules;
    • A minimum of 2 years experience as Team Leader


    Specific professional experience:


    Experience in capacity building project for managing authority/opoerating structures/contrating authority or equivalent under pre-accession assistance and/or ESF;
    • Preferably 5 years or at least 3 years of experience in relation to pre-accession assitance and/or ESF in former or current candidate countries/Member States;
    •preferably 5 years at least 3 years work experience in an authority responsible for managing EU funds;
    • Experience in the design/management of a structure of an authority managing EU funds will be an asset;
    • Experience with ESF will be an asset

    Financial and Operational Procedures Expert
  • Description of post: •Lead responsibility for activities related with the establishment of the FCU, including relevant financial procedures and training of the staff
    •Lead responsibility for working with the future FCU unit of the OS
    •Lead responsibility for assisting all the procedures related with the service, works and supply tenders as well as grant schemes
    •Lead responsibility for assisting all the procedures related with implementing all contract types and making payments
    •Lead responsibility for analysing current procedures of the OS, suggesting corrections and improvements
    •Lead responsibility for coordinating the works of all the non-key experts related to this task






  • Qualifications: Qualifications and skills

    •University degree in economics, accountancy, business or a relevant discipline
    •Good command of written and spoken English
    •Full computer literacy

    General professional experience

    •Preferably 15 years, at least 10 years of professional working experience
    •Experience in working PRAG applications
    •Experience in designing and implementation of training programmes preferably for Structural Funds will be an asset

    Specific professional experience

    •At least 5 years of working experience in Contracting Authority/Operating Structure/Managing Authority or equivalent related to the financial procedures of pre-accession assistance or Structural Funds
    •At least 2 years experience in drafting and/or implementing financial procedures
    •Work experience in a CFCU and/or in establishment of a FCU as a position relevant to financial issues will be an asset

    IT and MIS Expert
  • Description of post: S/he will be responsible for the establishment and effective implementation of the MIS and IT system
  • Qualifications: Qualifications and Skills

    •University degree in Computer or Electrics/Electronics Engineering or an IT related of the MIS and IT system
    •Good command of both written and spoken English

    General Professional experience

    •Preferably 10 years, at least 5 years of professional working experience
    •MIS and web based programming skills

    Specific Professional Experience

    •Preferably 10 years, at least 3 years professional experience relating to the development of computerized management information systems, document information systems and IT security
    •Experience in designing a website
    •EU projects experience in member states or candidate countries will be an asset
    •Experience in training will be an asset

    Training Expert
  • Description of post: S/he will be responsible for conducting or revising training need analysis; designing a training programme for the HRD OS and realization of all trainings required for the staff of OS (including International Audit Unit). In addition to theorical ones, trainings can be in the form of workshops, on the job trainings, study visits, seminars, conferences, etc
  • Qualifications: Qualifications and Skills

    •University degree in Social Sciencies or related field
    •Full computer and internet literacy
    •Good command of written and spoken English
    •Academic or professional degrees/certificates on training or education will be an asset

    General Professional Experience

    •Preferably 15 years, at least 10 years of professional working experience
    •Experience in conducting training need analysis
    •Experience in adult training will be an asset

    Specific Professional Experience

    •At least 5 years experience in ESF and/or pre-accession assistance capacity building programmes/projects
    •Preferably 5 years, at least 3 years of experience in designing, organising and delivering comprehensive training programmes
    •At least 2 years experience in designing and/or implementing training programmes regarding capacity building of Managing Authority/Operating Structure/Contracting Authority or eauivalent will be an asset
