Description of project

 2.1. Global objective

 

To provide Technical Assistance to the elections process by supporting, in Northern and Southern Sudan, international institutions which are committed to support the Elections and enhancing coordination mechanisms among all the stakeholders (national and international) involved in the electoral process. 

 

 

2.2. Specific objective(s)

 

Within limits of delegated authority and reporting to the National Authorising Officer and to European Union Delegation to

Sudan, the TA will be responsible for, but not limited to, the performance of the following duties:

 

- Provide strategic guidance, technical support and analysis to International Donors on matters related to the electoral process.

 

- Assist the NEC (and its State High Committees) in devising regulations, instructions, rules and procedures for the effective management and administration of the elections process

 

 -Facilitate the development of effective channels of communication between the DWG, Policy and Technical Committees and related coordination structures in

Sudan. This role will include periodic travel to attend selected coordination meetings and consultation opportunities with relevant stakeholders and deliver position papers, research papers, and other analytical assignments.

 

-  Forster information sharing and communications flow between the NEC, the Donors -and in particular the EU Delegation- and the Government Institutions in order to guarantee the development of and progress in electoral planning, the election budget and the subsequent operational steps. 

 

- Coordinate, liaise and ensure working relationships between the National Elections Commission, the European Union Delegation the to Sudan, and the several Ministries of the Government of Sudan involved in administrative, legal and institutional procedures in view of a potential deployment of European Union Elections Observation Mission.

TA Election
  • Description of post: To maximise the ability of the international stakeholders to support credible, legitimate and transparent elections, a specific assistance in this field requires a set of skills that encompasses overall electoral expertise.

    The task described in these terms of reference requires an international elections consultant with the following skills and competencies:
  • Qualifications: Education
    Advanced University Degree (Masters or equivalent) in Political Science, International Relations, Social Science, Law or related fields. A first level university Degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

    Work Experience
    At least 3 years of progressively responsible experience in policy issues connected to electoral reform and democratic governance achieved mainly in Africa, as well as excellent and proven coordination skills.

    Competencies and skills
    • Proven experience in election administration and comparative experience in dealing with electoral legislation and electoral systems. Previous experience in Sudan will be an important asset;
    • Strong advocacy and diplomatic skills combined with analytical, and evaluative competences;
    • In-depth understanding of International and an ability to evaluate electoral processes;
    • Experience in bilateral and multilateral negotiations;
    • Demonstrated sound judgment in resolving issues/problems;
    • Ability to proactively seek and recommend sound policy initiatives;
    • Advanced computer skills, including proficiency in word processing;
    • Excellent and effective communication (verbal and written) skills, including ability to make and defend recommendations;
    • Effective negotiating skills and ability to work with others to reach mutually beneficial and lasting agreements;
    • Ability to convey difficult issues and positions to senior officials;
    • Integrity, tact and strong interpersonal skills.

    3.3. Working languages

    • Excellent verbal and written English is essential;
    • Knowledge of Arabic is an asset.
